A BI tool will get you to a working water dashboard faster and cheaper than anything bespoke. Here is the specific point at which that stops being true.

If your requirement is charts of water data for people inside your organisation, start with a BI tool. Power BI, Tableau, Metabase and Superset will all get you there in days rather than months, and the argument for building something bespoke at that stage is usually vanity.

The interesting question is where the ceiling is, because water work reaches it more often than most sectors do.

What a BI tool is genuinely good at

  • Tables and time series. Abstraction volumes, water quality exceedances, meter readings, compliance reporting.
  • Speed to something real. A working dashboard in front of a stakeholder within a week is worth more than a better one in six months.
  • Somebody else maintaining it. No deployment, no dependency upgrades, no on call.

For quarterly reporting against a licence condition, this is the whole answer.

Where water work hits the ceiling

Four things break BI tools in this sector, and the first is the common one.

  • Real maps. Water questions are spatial. Not a pin on a basemap, but raster layers, a groundwater surface, a drawdown contour, a flood extent that changes with the scenario. BI map visuals are thin here and the workarounds get ugly quickly.
  • Running a model from the interface. The moment a user needs to change an abstraction rate and see a new result, you are no longer visualising a table. You need a job queue, a model runner and somewhere to put the outputs.
  • Raster and time series volume. Satellite imagery and high frequency telemetry are not shapes a BI semantic layer holds comfortably.
  • External users. Per seat licensing that is reasonable for thirty internal staff becomes the dominant cost when the audience is a district administration or the public.

The middle option people forget

Between a BI licence and a bespoke application sits an open dashboard framework. Grafana is excellent for telemetry and alerting and costs nothing to run. Superset covers a good deal of what Power BI does. A React front end on a mapping library covers the spatial case directly.

The honest trade is that you now own the deployment. That is a real cost and it is smaller than most vendors suggest.

How to choose

Ask what the interface has to do, not what it has to show.

  • Show numbers to internal staff. BI tool. Stop there.
  • Show live telemetry and raise alerts. Grafana.
  • Show where, on real layers. Custom, with a proper mapping stack.
  • Let a user ask a what if and get an answer. Custom, because that is an application rather than a dashboard.

What actually determines the answer

Most water dashboards fail for reasons that have nothing to do with the front end. They fail because the data pipeline behind them breaks quietly, because nobody owns the thing after handover, or because they answer a question no one actually asks each morning.
