Every serious water distribution package solves the same hydraulics. EPANET, developed by the US EPA, is free, open and has been the reference implementation for decades. Several commercial products embed it or a close derivative of it outright.
So the commercial packages are not selling you a better answer to the pipe network problem. They are selling everything around it, and on a real utility programme that surrounding work is most of the cost.
EPANET, and when it is enough
EPANET does extended period simulation, pressure and flow, tanks and pumps, and water quality including chlorine decay and water age. For a design check, a single scheme, a research question or a teaching setting, it is not a compromise.
It is enough when your network is of a size one person holds in their head, when the model is built once rather than maintained, and when nobody needs to open it who is not a modeller.
It stops being enough at the point where the model becomes an asset the organisation depends on.
WaterGEMS, and the CAD and GIS question
The Bentley products sit close to engineering drawing workflows. If your network exists as CAD or as a GIS layer and the model has to stay in step with it, that integration is the product.
It also brings optimisation and calibration tooling, scenario management and fire flow analysis in a form that does not require scripting. For a consultancy producing design deliverables on a schedule, that is the argument.
InfoWorks WS Pro, and the operational utility
InfoWorks is built for large networks maintained over years by teams. Its database backed model management, versioning and scenario control are aimed squarely at the problem of several people working on one model without destroying each other's work.

The DNV product approaches the network from asset management rather than from hydraulics, which suits organisations whose central question is condition, risk and renewal priority rather than design.

The question is not which solver. It is how many people touch the model, how long it has to live, and what it has to stay in step with.

What actually determines the answer
Network model quality is dominated by the asset data and by field measurement. Pipe diameters and materials that were transcribed rather than verified, a demand allocation that was assumed, and a calibration against too few pressure loggers will each cost you more accuracy than any package choice.
Non revenue water work in particular lives or dies on metering and logging, not on the solver. A calibrated EPANET model against real district metering will beat an uncalibrated commercial model every time.
