HydroCAD and SWMM both appear on stormwater permit submittals in the United States, and they are built for different scales of problem. HydroCAD is a commercial program centred on the NRCS methods that most local reviewers expect for a single site. SWMM is the free EPA model for drainage networks and long term simulation.
What is the difference between SWMM and HydroCAD?
HydroCAD is designed for site scale stormwater design using NRCS hydrology, the curve number and unit hydrograph methods from TR-20 and TR-55, with routing through ponds, outlets and reaches. SWMM is designed for networks: it routes runoff through pipes, channels and storage with dynamic wave hydraulics, handles backwater and surcharge, and runs continuous simulation over years of rainfall.

- SWMM fits a system: storm sewer networks, backwater from a downstream pipe or tide, combined sewer overflows, green infrastructure and long term performance.
When does a site job outgrow HydroCAD?
When the drainage system starts to interact with itself. Ponds in series that back water into each other, a pipe network with surcharge, a tailwater that varies with a river or tide, or a requirement to show performance across a long rainfall record rather than a few design storms. Those are network problems, and SWMM or a SWMM based environment such as PCSWMM represents them directly.
Which one will a reviewer accept?
Usually the one their manual names. Many local stormwater manuals are written around NRCS methods, which makes HydroCAD the path of least resistance for a site permit, and many municipal and utility programmes specify SWMM for network and combined sewer work. Check the governing manual first; it settles more of these decisions than technical preference does.
